Theres no need for it to be quartz- that is only to pass UV light , as regular glass absorbs UVC frequencies.
Glass is a better insulator than PVC, but pvc would still work. The glass is only there to prevent arcing between the electrodes of the corona discharge generator.
What was inside and outside the tube? A roll of wire mesh, or a little lamp?
