I've had my 1/10th HP on my 75 and it had no problem pulling it down 7 degree, i plumbed my other 75g frag tank into the sump (165g system volume) with it and it still keeps it pulled down but runs about 50% of the time the lights are on. I'd say a 1/10th HP would do the job allot better then a 1/15th HP would on your 60.
