I think you have the vocabulary a little mixed up. Powerheads are used for in-tank flow.
Some pumps can be used in-tank, and also inline internal and inline external.
As long as you use at least Sc.40, then it will be fine for pressure. We're talking about pretty weak pumps here.
I would use a cheap, easily replaceable pump like a QuietOne (3000 or 4000) or OceanRunner (2500 or 3500). You could split up the flow into 3 or 4 tank instead of the 2 you were planning.
