Maybe put a hydor flo (Found at Marine Depot & Dr. Foster & Smith) on the stock outlet and put a small powerhead in the tank with another hydor flo on it to break up the flow.
Question about zoa's, they sting. I had a Clarki Clown that would rub up against them and had black spots on his stomach from it. Not sure if they are potent enough to damage seahorses but I'd ask around.
