Favia does grow pretty slowly. Coralline does not repel corals in any way ASAIK. In fact some coral larvae will seek out coralline areas to settle on.
Some corals just don't tend to grow onto or attach to rocks, even when in direct contact. I don't have any experience with Favia in that regard however.
