I would stick with halides and try different bulbs. Or supplement with actinic (VHO or T5). The glitter lines alone make the halides better IMO. :)

You might be able to find a similar sized acrylic...
You might be able to find a similar sized acrylic tank in the mean time that you could drill, but you would still have to raise it up for it to be effective.

You could always line the container with a water...
You could always line the container with a water safe liner if worst comes to worst. I bet it wouldn't cost much for a small durable liner and then you could put it into any container.

I agree with sjm817. To be honest I would buy the bulkhead first and measure the outer diameter. It is always better to match the hole to the bulkhead than to try the other way IMO. :D

What size tank? A T5 setup is more than likely going to be plenty of light for any small size tank (under 100g). I would always go for more light over less assuming the price is not to much higher....

The best bulb out there is the one that makes your tank look the best to your eyeballs. :)
I personally like the Iwasaki 175W SE 15k for color and par, but there are a lot of good bulbs out there....
