I am extremely doubtful that's a diatom issue. All cases of diatoms I've seen are much lighter in color and not encrusting or hard.

I would reccomend doing this, only in a new bucket of saltwater on any rocks you can remove. If you use one bucket for rinsing the cleaned rocks and one for removing the algae you can help keep it...

I would just drain the tank and install a clear brace. At the risk of having 45 gallons worth of saltwater on the floor it wouldn't be worth trying with it filled.

My flamehawk has been a great addition. He didn't like it when I added a lawn mower blenny, and one of my cleaner shrimps recently disappeared (may or may not be his fault) but even so he's worth it.
