I tend to use citric acid for cleaning most things aquarium. It avoids the smell of vinegar and the messing about diluting strong acids.

If the coral tissue hasn't encrusted onto the rock then it is normally quite easy to work the epoxy loose from the rock and move the entire mounted coral IME.
