My lights are probably about 10 (maybe even 12) inches off the water, so I dont think I can improve the issue any further by changing the reflector height.

Consider the Lights of America PC floodlights at Home depot. The 65W (6500k I think) is $40 and about 12 inches in length. If you go that route dont forget to buy a cord to wire it up.

The filter guys have very nice and affordable RO/DI units as well as outstanding customer service. Spectrapure units are also very good IMO (also more expensive.)

It is temporary, skimmers often go crazy when any excess foaming agents are added. You could try adjusting the airflow to the skimmer, but if it has been running stable I would just wait it out...

Yes, the RS series is a sump only system. You would have to buy the recirculating model (CS series) to run outside the sump. Keep in mind the CS series is substantially more expensive.
