Pretty much. The elbow turns to the side and is angled slightly downwards, but not completely. This seems to reduce the amount of turbulence in the body without blasting too many microbubbles...

There isn't an air stone used in this type of skimmer. The venturi pulls air in, then it's chopped and mixed with water by the impeller.
