I dont think you will get a 250 in the hood without BOILING your tank and I cant think of any reason to have that much light over a nanocube, nothing needs to be 3 inches from a 250. Look at...

Forgot to add.... Let the water run thru the sump at a fairly low GPH. You really dont want a high flow rate thru your sump. If your needing more flow in the tank get a Hydor Koralia or go all out...

Cement will not stick to wood, why do you htink they use it to make forms for pouring cement. It will just crack and crumble. Use the epoxy that was mentioned if you want to try to fill it.
