a to t lamps states that it does ship to canada.. prolighting.com probably does too. I'm not sure what prolighting.com sells them at, but a to t lamps is like $35 on ebay per wh7 ballast.

That depends on how you have the NO bulbs wired up. Check the fulham (sp?) website, the people that make the ballast, and see what the diagram shows for wiring up those bulbs. They are probably wired...

On those overflows, the syphon shouldn't stop just because that little hole is blocked by a pod. What is causing it to stop the syphon? It should continue at least until your return pump stops or it...
