I think from a lighting standpoint, you would be okay by placing the frag in the upper half of the tank. I've had the frag on the sandbed of my 24" high 65g tank and it's been fine under T5 lights....

It may be lower overall ppm than most but have you tested for specific things - try testing tap for nitrate and phosphate, then you will see the need for RODI, although your well water may be better...
