Doesn't sound like your photoperiod is too long. Maybe you could go an hour less on the halides, though its probably not necessary. What kind of flow do have in in the tank?

When this happened to me I blasted more flow across the surface of the water to break up the film enough to go through the overflow. The skimmer should take care of it from there.
