I have a 400w MH on a magnetic Hamilton ballast. Plugging the ballast into my Kill a Watt, it reads 400w dead on. I don't know what other ballasts do but this one draws 400w to drive a 400w bulb.

I have a 500 in sump, very happy with it. As stated above it needs a large pump which means higher electric bills. I am very happy with the performance and the skimmer is quite sturdy.

Is the water dripping into your tank clear or cloudy? If its cloudy the precipitate could easily swing your alk too far. If it's clear it would be hard to add so much that it hurts the tank.
