I'd use an overflow on each tank (wich drains into the next tank) to give the skimmer "dirtier" water and allow it to work more effeciently.

Yes this would be correct... FWIW, the type of UV light most black lights put out causes skin cancer... You decide if that is something you want over your tank, not to mention anywhere near you?
