You'd have to have something stirring the tank, otherwise it would all settle on the bottom. Plus I'd be worried about it rotting. I would test it while you're in town if you try it though.

Sounds like normal surface film. A skimmer will get rid of it if you're skimming from the surface, or you can point a powerhead at it to create surface agitation and hide it.
