Watts are watts and that is what the power company charges by is kilowatts. If a 400w ballast is running 120v or 220v it is still running 400 watts. So it is not more energy efficient in the sense...

The racks were meant to setup and never be maintained. The way the intakes were set up with the gutter guard let the stuff that i wanted to get though get through but yet keep the big stuff out....
