I should clarify. The fact that the pipe is completely underwater suggests to me that you are relying on at least some head pressure, generated by the water height of the tank above the bulkhead...

Sort of. My plan is adjust the gate valve until a small portion (maybe 10% of the total flow) is forced through the higher back-up drain. And since the back-up drain is a Durso, it should be silent...
