a to t lamps states that it does ship to canada.. prolighting.com probably does too. I'm not sure what prolighting.com sells them at, but a to t lamps is like $35 on ebay per wh7 ballast.

On those overflows, the syphon shouldn't stop just because that little hole is blocked by a pod. What is causing it to stop the syphon? It should continue at least until your return pump stops or it...
