If you look on zoaid under PRPE(pink rim people eater) you will see the same polyp pretty...

Looks like a little tube worm or the casing of one to me. they can attach to polyps as well as palys can use them like any other particle. I have a few of them just like that here and there

I also "peg" the majority of all frags in my tanks so rubble is usually a heck of a lot easier to drill and glue my thin pieces of acrylic rod to.
