i don't think the d40x has an internal focus motor and I do not believe that lens will auto focus on that camera because of that. I think you can only use that lens focusing manually on that body.

i betting the salifert kit is the one with the issue, but to be on the safe side take the water to a local fish store, have them test the water, and see if they can figure out which kit is reading...

Radiums are better then both of those bulbs and will have more output then the reeflux 12k's which are fairly poor in output. The lifespan of radium bulbs is questionable, especially in the 400 watt...

if it is a mag ballast the capacitor could be bad and it would cause the output to be very poor or some other component might not be working correctly. See if you can borrow a ballast from someone...
