If your going to use them as soon as they are...
If your going to use them as soon as they are done soaking, then you can use them if the water they are soaking in where the PH stays below 8.6 after a week with no additional water changes.

you could try keeping them moist while they are curing, or have them cure longer before trying to take them out of the form, especially if the stems are very thin.

I found out Phoenix only has the DE bulbs, i have Mogul base, I'll have to try the Hamilton 14k bulbs, i've heard good things about the 14k Hamilton bulbs anyway.

yes it's a bad idea, if the other end of the tee(tee not going to sump) is lower than the water line of the tank and the pipe clogs below the tee the water will come out that end of the tee.
