thats a cirratulid polychaete, AKA hair worm. they are often called spaghetti worms, but that refers to a different worm. either way they are harmless detritus munchers.

there is no way to Id those from that pic. they could be anything. the web like netting is probably some type of algae, and these creatures are living off of it.
