I agree with you 100%, just take note that usually the voltage will be slightly higher than stated when using a lower load than indicated. You are still fine using it though. I would use the 700mA PS.

People that make wood tanks use fiberglass but they put paint over it. My guess is that it should last under water.

I would seal using caulking then prime then use several coats of epoxy paint. That's the way I will do it for mine.

Pretty much any wood will do, the most important thing is how protected it is from salt, water and humidity. As far as brackets go, take stainless steel. Hope this helps.
