I don't remember when they said they started making the new ones with the non-fire starting ballasts, but sounds like if its been going for a year already, you might have the ones that don't burn up....

You could always use an epoxy with lots and lots of filler. You could make it very chunky if you wanted. Foam is the best way to fill the area up though.

You just have to somehow let that air out.... The tall part of the T will let the air out, but not water.... as long as its taller than your overflow...
