no serpent star is completely reef safe. When I did have a red serpent he was moderately agressive and anything he could get into his mouth he would. But he didnt attack my fish though.

Just keep adding live rock to the tank as you get the $$$. I would leave the bio balls alone if it were me. You can remove them later. I would definately add a skimmer. Very powerful device...
