can someone explain to me the diff between pressure rated and flow rated pumps?

i see mention of this everywhere, but no real definition as to what it means or the diff between the two

i ask because i originally set up with an iwaki 40 on my 110 that only had 1 locline...

i have some of that macro in my tank from time to time. it will appear out of nowhere, and will occasionally grow to a few inches then just disappear. a year or so later, it will reappear somewhere...
