Idea's

If you had the water go directly into the bulk heads ( no box) you would not get any surface skimming. As far as the teeth go you don't really need them it actually skims the water surface better...

I had HOB overflows but on my new tank opted to drill the tank and add an internal overflow box. I have to say I like this much better than the HOB.. Look in my gallery to check out pics of the drill...

the only thing I can think of is you have a super blue bulb(20k XM) on there and that could be what makes it look so dim.
