Yep. It needs an air chamber in order to fluctuate the water volume inside the box. I love my wavebox though. The wave effect is very natural and beautiful to watch (my pets like it too.)

I would just replace the impeller on the maxi-jet 1200. The little plastic pieces on them wear out over time and they start to rattle. Replacement impellers are only like $8 on DFS.
