silicone doesnt work for that much weight very much in my experience... what i did was used wire ties that are about 3/4" wide and about 1/8' thick that you can get at any good hardware or home...

krylon fusion is designed for bonding the paint and plastic. on a glass tank i would assume that you could use any type of spray paint you wanted to, the fusion would work the same as any spray...
