It sounds like the Silencer, air hose or the nipple that connects the air hose to the pump is clogged. If it is only 3 weeks old then I would say it is probably the silencer is clogged with salt....

Like skwirl said it is probably the nipple that the air hose connect to on the pump. I took a tooth pick to it and then soaked it in hot water. Works like a champ.
