I also think it's a dinoflagelate bloom. In my experiance Dino's are usually brown and look a lot like diatoms, except for the snot like quality and bubbles. They will kill off most of your snails...

However, skimmers in general need the air intake area cleaned when you notice a significant decrease in skimmer production.
