Get rid of the dogs. It's the only way to have a flea free home. Or just live with it. All the chemicals would really help, maybe short term but they will be back. So really you only have two options.

Use some bait to catch him. Stick some food near the top of the water and when he swims up to take a bite have your net ready and scoop him up. Worked for me.

You could go with a turboflotor multi. I use one and I am very pleased with the amount of skimmate it produces. Pricey but well worth it.
