Usually, when I see eggcrate on the bottom of a tank it's to help get the live rock off the glass bottom of the tank. To help support the LR structure so flow can get under and behind the LR.

I take it there aren't any overflows? If that is the case, then I would think that some of the holes had bulkheads and propperly fitted pipes that were used as the overflows.

That's about what a non-reef-ready 75g tank goes for around our area of the country. I'd expect to pay a bit more for one that's reef ready (around here anyway).
