I've got the same fish and from my research its a Tongan Fang Blenny. It is misidentified as a Bundoon blenny on a lot of sites but the bundoon blenny is dark green or black on its whole body.

I run a 150w phoenix on an ARO electronic ballest and its very blue. I think the color depends on the manufacturer's run of bulbs.
Heres an old pic but its pretty close to actual color....

The 400w is the only one with a short life. Its made to run on european ballasts and is actually something like a 360w bulb. Both the 250w and 150w are true HQI bulbs and should have normal lives.
