mantis shrimp have a long planktonic stage.
the power heads, skimmer etc. would kill all the larva before they had a chance to settle out of the planktonic stage.

yes your are right it is a diatom bloom. the purple-ish color algae, if its stringy it is a cynobacteria.

after a couple of weeks both if these should start to clear up when the tank matures.
