Check your phosphate levels, the algae is eating something if it is growing and spreading. you may want to add a phosban reactor to help combat the issue.

Your tank needs to cycle, 1 week is not long enough to wait. Get a testkit so you can test water patameters, ammonia, nitrates, and nitrites for now.
I would not dump my skimmate into the tank...

Next time you do a water change, try and suck up all the debris you can from any "dirty" areas. I would also suggest doing a 5 gal water change since you might have lost a fish.
