The whole water exit thing is not that complex. The more restriction you put on the output, the more backpresure inside the skimmer body, and the higher the water level will be. If it is wide open...

There should be at a bare minimum, a baffle separating the drain/skimmer section and the return section of the sump. This insures a constant water level in the skimmer compartment.
