Most inverts will do well in water at about 1.025. Bubbles don't like fast moving current, but the water should not be stagnant either. They also do not appreciate being too close to intense light....

Water quality most certainly could be an issue, but so could constantly moving it around. What kind of lights do you have on the tank, and how high up is the piece?
