I don't think LB has water available, they send out tankers out to sea and bring that water back for their use. The Scripps water is available from a spigot similar to the UCSB one it sounds like.

I would definitely say Stingray City and the Turtle Farm. Turtle Farm is on the north end of the island, and its exactly that, they raise and release turtles.
