Cheap MH vs Quality T5ho

What would be considered the better buy for a mixed reef in the 40g-75g range? Metal halide fixtures that from what I've read are "decent" but not that great such as current usa's sunpod/outer orbit...

downside to small return pump?

I've heard a lot of good things about having a smaller return pump such as low power consumption, less heat and less noise. Is there any bad side to only having say 200gph going over the overflow...

Increase return pipe size

With a return pump such as an eheim 1250, would increasing the 1/2" return pipe to 3/4" yield better results such as pump life/flow? or is it better to match the pipe to the output of pumps no matter...
