I doubt they are Dolabrifera given their distribution (Australia, NZ). I have seen several that look just like that in the Carribean, but am unsure on their species.

you are def ok to add the fully cured LR. you would probably be just fine if you kept the LR moist, i don't think you need to keep it totally submerged.

a light solution of bleach and hot water couldnt hurt. just make sure to rinse well and let air dry for several days. i would rinse it a few times just to make sure;)

Ditto, get rid of the bio-balls in favor of LR. You may also consider retrofitting the sump, adding some baffles and create an area for a DSB and some chaeto to grow with a light over it.
