phos pure (sp?) pads imo work great at reducing silicates i had the same problem, I use gfo but i dont think it helps with silicates

not caps, high flow isnt really needed and high light isnt either, mid way and out of direct flow will be fine. make sure it has enough flow to keep it clear of debris

the alk would be more of a shock than ca, which is not real high, to prevent any further stress I would stop adding alk or buffer in your case till it drops to 10.5 or 11.5
