It means that we can open and close threads at will.

But the [i]reason[/i] for closing a thread needs to be resolved before reopening the thread.

All depends on the situation and yes, it's been done before...I've done it twice today.

There's over 100 forums on this board, a few [b]thousand[/b] new threads every day. Let's assume for a moment that 1/2 of 1% of them are a problem....well, you do that math. :)
