I have a 20tall...is it OK to stack the rock right against the back wall?
How about putting the heater at the bottom, with a small powerhead, screen sticking out for cleaning, and stacking rock over that, knowing it may be moved now and then??

I've sometimes stacked rock against the back but I try to avoid it for water flow.
on the heater. I would be careful with a heater in that setup for the following: it could break, it could get stuck on, it could leak voltage
all of which would require a teardown to get it out.
I strongly recommend a titanium heater in a location where you can easily remove it if necessary.

i personally don't like stacking against the wall...i have done it before in my old 55gal. i would try to not do it as much as possible so you can get water flow back there.
as for the heater i would not burry it where you can't get to it easily
