new live sand or live sand from an established tank?

im going to set a 10 gal reef and fish tank wondering if im suppose to use new live sand or from my excisting tank? also what water new water or from my other tank as well? what is the fastest but safe way to do this?

If your other tank is trouble free (bubble algae, hydroids, disease and the like) use new sand and seed it from the other tank as well as use water from the other tank.
