If anyone knows how to do this, that would be great.

You need to use software like PhotoShop or PhotoDelux ("free" version). Just open up the TIff, and export to a different format.

Does dell image expert have this feature?

Look in the help file for "Save As" or "Export" or "Convert" or "Format". Most editing programs do have the ability to convert file formats.
