In the end, Carson did Paypal back the original amount. The ballast arrived in partial working condition and after some sabre rattling and numerous e-mails it was resolved. I leave a neutral vice negative as in the end it worked out.

I have always dealt fairly with others on these boards and Ebay (+277 feedback as a buyer and a seller since 95').

In the same ad, Carson had a remora skimmer for sale. I purchased it and had a great experience. He communicated well, he packaged the item well, and the item was just as described in the ad.
