Plans for algae scrubber

Does anyone have any plans or ideas on a DIY algae scrubber. All info appreciated!

I have a toilet valve design surge device that is built in a 20 gallon Sterlite tub from WatMart. I noticed that it always had about 1/2" of water left in the bottom afer it cycled. I mounted a 27 watt LOA PC over it and a friend is growing some turf algae for me from their scrubber so I should have an ATS online in the next few weeks. :)
